DATE: December 06, 2012 COUNTRY: United States PORT: Los Angeles, California Cargo handling resumed at ports
Cargo handling resumed at the ports of Long Beach (POLB) and Los Angeles (POLA) yesterday (5 December), after a settlement was reached between the Office Clerical Unit (OCU) of the International Longshore and Warehouse Union Local 63 and their employers.
The news came with great relief as an estimated 8 billion dollars in local economic growth has been lost since last Tuesday.
Although the ports re-opened this morning, it may take weeks to catch up to normal operations. With backlogs and shipments diverted to other ports, it will take time to see the amount of damage that was done due to the 8-day strike. The two ports handle nearly 40% of imports into the U.S.

The two public landing steps at Tsim Sha Tsui Promenade will be temporarily closed to marine traffic from 1400 hours to 1600 hours on 9 December 2012 (Sunday) to facilitate a special event to take place along the Promenade.
Owners, operators, coxswains and person-in charge of vessels are advised to use other landing facilities in the vicinity during the period of closure.

DATE: December 06, 2012 COUNTRY: Panama PORT: Panama Canal Change in Issuance of PCSOPEP Notice of Acknowledgment (NOA)
In an effort to provide a better service and improve our efficiency, the Panama Canal Authority is in continuous review of its operational process. In addition, we are committed to reducing any adverse environmental impact of our operation.
As a result, beginning January 1, 2013, Notice of Acknowledgement (NOA) certificates for vessels complying with PCSOPEP requirements will only be issued electronically.
Electronic certificates will be issued to the plan writers who provide the PCSOPEPs, who in turn may furnish said certificate to their client. Vessels will not be sanctioned for failure to carry a NOA certificate on board; however, masters are encouraged to have knowledge of their current PCSOPEP status.
For vessels scheduled to arrive or who have previously transited the Canal, PCSOPEP status may be reviewed through the Enhanced Vessel Transit Management System (EVTMS) or the Customer Service Management System (CSMS).
For further information regarding the PCSOPEP program, you may contact the particular ACP office by phone at +(507) 276-4635 or by email at pcsopep@pancanal.com
