Port Condition X-Ray set
The Captain of the Port (COTP) of Boston has set Port Condition X-Ray for all ports within the Sector Boston COTP zone in advance of predicted Gale Force winds associated with the winter storm warning and coastal flooding expected within the next 24 hours.
The U.S. Coast Guard Sector Boston’s Weather Advisory No. 03-13/13-173 issued 8 February 2013 states:

A major snow storm is impacting the New England region with high winds and heavy snowfall. The National Weather Service has issues a Winter Storm Warning and Coastal Flood Warning for Boston and surrounding towns from Friday evening through Saturday afternoon…
….Subject to the establishment of Port Condition X-Ray the COTP has issued the following conditions and restrictions:
1. Port status: remains open to all commercial traffic.
2. Any self-propelled oceangoing vessel (over 500 GT) or barge and associated towing vessel intending to remain in port must immediately complete and submit a Remaining in Port Checklist for COTP review if not already done so. This checklist can be obtained, as well as submitted to the COTP, via D01-SMB-SecBosCC@uscg.mil
The COTP may set Port Condition Yankee within 24 hours in advance of predicted Gale Force winds associated with this winter storm if warranted. Upon establishment of Port Condition Yankee any passenger vessel, oceangoing cargo vessel (over 500 GT), or barge and associated towing vessel intending transit within Sector Boston’s COTP Zone must provide notice to the COTP.

Enhancement of berth drafts
The draft at following berths are hereby temporarily enhanced as follows for the month of March 2013 considering prevailing weather and tidal conditions:
01. SQ:
– From: 0000 hrs on 5 March and 17 March 2013
– To: 2400 hrs on 8 March and 24 March 2013
– Permissible draft: 13.00 Mtrs
02. EQ-I:
– From: 0000 hrs on 5 March and 17 March 2013
– To: 2400 hrs on 8 March and 24 March 2013
– Permissible draft: 11.50 Mtrs
03. EQ-II:
– From: 0000 hrs on 5 March and 17 March 2013
– To: 2400 hrs on 8 March and 24 March 2013
– Permissible draft: 12.00 Mtrs
04. EQ-III:
– From: 0000 hrs on 5 March and 17 March 2013
– To: 2400 hrs on 8 March and 24 March 2013
– Permissible draft: 12.50 Mtrs
05. CQ-I:
– From: 0000 hrs on 1 March 2013
– To: 2400 hrs on 31 March 2013
– Permissible draft: 14.50 Mtrs
06. CQ-II:
– From: 0000 hrs on 5 March and 17 March 2013
– To: 2400 hrs on 8 March and 24 March 2013

07. North Oil Jetty:

– Permissible draft: 13.50 Mtrs
Note 1: Berthing of vessels at CQ-1 with 14.50 Mtrs. Draft shall be carried out during high water of tide at least 1.5 Mtrs.
Note 2: The above notice is purely temporary and can be withdrawn at any time without prior information due to sudden change in weather condition.
Note 3: This shall be reviewed again towards the end of March 2013.
Note 4: Draft for other days for above berths and draft for other berths shall remain as per the original notification No.:MD/SHS/TECH-26/2011/1539 Dt.24.08.2012.
