Shipping canal draft restriction

Houston Pilots will maintain the draft restriction in the shipping canal of
43′ at zero tide gauge until maintenance dredging is complete in September.

They will, however, try to accommodate vessels already en route to Houston
with a draft over 43′ 00″ on a case by case basis.

Survey work for three reaches of the Houtson Shipping Canal have been
completed, and the report shows indications of shoaling:
1) Outer Bar Channel (STA 30+515 to 21+752.82) approximately  B-7/8to
B-9/10
2) Inner Bar Channel (STA 21+752.82 to 4+490.12) – approximately B-9/10 to
Texas City Y
3)  olivar Roads to Redfish Reach (STA 127+800 to 78+800) – approximately
B-25A to B-51/52

Areas of concern include:
* An approximately 800 yd long stretch with sloughing in the green toe from
B-9/10 heading inbound
* An approximately 700 yd long hump in the center half of the channel from
just north of B-25A to B-27/28
* An approximately 500 yd long stretch in the vicinity of B-41/42 heading
inbound
* An approximately 3000 yd long stretch with sloughing in both the red &
green toes from  just south of B-45/46 to B-49/50

Non-renewal of bunkering licence

The Maritime and Port Authority of Singapore (MPA) has, on 1 July 2013,
decided not to renew the Bunkering Licence (Bunker Supplier) of
CoastChannels Marine Services Pte Ltd (“Coast-Channels”) for allowing other
companies to use Coast-Channels’ Bunker Delivery Notes (BDNs) to supply
bunkers to the customers of those other companies in breach of Clause 3 of
the terms and conditions of the Bunkering Licence (Bunker Supplier). This
nonrenewal of licence is akin to a cancellation.

All licensed Bunker Suppliers are reminded that under Clause 3 of the terms
and conditions of the Bunkering Licence (Bunker Supplier), bunker suppliers
shall not transfer, assign, sublet, share, part with or otherwise dispose
of any of their rights, duties, liabilities, obligations and privileges
under the terms and conditions of the Licence.

MPA will not hesitate to suspend or cancel the bunkering licence of any
Bunker Supplier or Bunker Craft Operator that is found to have contravened
any of the terms and conditions of its Licences.

Force Majeure lifted

Following an improvement in the weather, cargo loading and rail receival
has resumed at Port Kembla Coal Terminal and the Force Majeure declared
last week has been lifted.
