Traffic management procedures

This notice serves to remind vessel Masters, Pilots, Owners, Operators and
Agents of the traffic management procedures that are implemented by Soyo
Port Control to ensure the safe transit of Angola LNG tankers to and from
the Angola LNG Marine Terminal.

Please be guided by the following;

PULULU CHANNEL & SAFETY ZONE:
=============================
– For Angola LNG tankers bound to or from the Angola LNG Marine Terminal
the Pululu Channel shall be closed 30 minutes prior to the vessels entry to
the Pululu Channel.

– During channel closure the Safety Zone (Note 1) will also be in force.

– Angola LNG Pilots will advise Soyo Port Control when the Pululu Channel
can be opened for other traffic and will endeavor to keep the channel
closure time to a minimum.

– For planning purposes the Pululu Channel closure would normally not
exceed 1.5 hours.

– With prior consultation and agreement with the Angola LNG pilots;
Dredgers, Survey vessels or Buoy Maintenance vessels engaged in maintenance
operations within the Pululu channel may be allowed to continue limited
operations in areas clear of the Angola LNG tanker. This will only be done
in full consultation with Soyo Port Control who will continue to provide
traffic control.

KWANDA TERMINAL:
================
– During channel closure for Angola LNG tankers; vessels that wish to move
between berths or the Inner anchorage within Kwanda should be given traffic
clearance by Soyo Port Control provided they will not enter the Pululu
Channel or Angola LNG Turning Basin.

– Inward bound vessels for Kwanda Terminal shall be instructed by Soyo Port
Control to remain clear of the Safety Zone (Note 1) until Angola LNG Pilots
confirm that the Pululu Channel may be re-opened.

– Dredgers, Survey vessels or Buoy Maintenance vessels shall be allowed to
continue operations within Kwanda Basin during the time of channel closure.

– Once the channel is re-opened to other vessels Soyo Port Control will
work closely with Kwanda Terminal and Soyo Pilot to plan vessel movements
to minimise further delays.

Hose leak causes oil spill off Rayong

Emergency response authorities were struggling yesterday (Sunday 28 July)
to contain about 50, 000 litres of crude oil that spilled into the sea off
the eastern province of Rayong, threatening a major tourist beach.

The oil slick was caused by a leak in a PTTGC pipeline carrying crude being
unloaded by an offshore tanker to its refinery about 6.50am on Saturday.

No official notifications have been issued from the terminal, however
delays are expected at the PTTGC terminal at Map Ta Phut.

Construction of solid handling pier & protection bund

The working area has been revised and the working period extended for the
construction of a solid handling pier and protection bund (Phase -2) at
Ayer Chawar Basin, Jurong Island. The work will now be conducted from a
August 2013 to 31 January 2014.

According to the Maritime and Port Authority of Singapore Port Marine
Notice No.100 of 2013, the works will be carried out 24 hours daily –
including Sundays & Public Holidays – within a working area bounded by the
following coordinates (WGS 84 Datum):
1) 01„a17.234’N / 103„a42.009’E
2) 01„a17.310’N / 103„a42.079’E
(Yellow Buoy/ FL Y 2s)
3) 01„a17.278’N / 103„a42.113’E
(Yellow Buoy/ FL Y 2s)
4) 01„a17.237’N / 103„a42.075’E
5) 01„a17.189’N / 103„a42.097’E
6) 01„a17.146’N / 103„a42.058’E
7) 01„a17.221’N / 103„a42.023’E

Construction of the jetty will entail piling, concrete works, installation
of walkways, marine fendering system and mooring facilities. Piling and
concrete works will be carried out by work barges.

Construction of the protection sand bund wall will also be carried out
within the working area.

Safety boat will be deployed in the vicinity to warn other craft of the
project work.

These craft will exhibit the appropriate local and international day and
night signals.

When in the vicinity of the working area, mariners are reminded to:
(a) keep well clear and not to enter the working area;
(b) maintain a proper lookout;
(c) proceed at a safe speed & navigate with caution;
(d) maintain a listening watch on VHF Channel 22 ( Jurong Control );
and
(e) communicate with Jurong Control on VHF Channel 22, for assistance, if
required.

Pilotage service availability

The Port Authority at Port Kembla has advised that pilot availability in
the coming months will be restricted due to resignation of one senior pilot
and injury of another senior pilot, leaving a limited number of fully
quantified and trainee pilots.

This will leave some short term issues in balancing the pilot rosters which
should be alleviated as the trainees recruited over the past two years
attain higher grades of license.

Pilotage services for this week (commencing 0600 Mon 29July 2013) be
provided by:
a. A pilot licensed to Restricted Level 3 (229m vessels, Car Carriers to
200m) for Dayshift Mon-Thu, then Night-shift Fri-Sun
b. A pilot licensed to Restricted Level 4 (300m vessels/ Ro-Ros to 245m)
for Night-shift Mon-Wed, then Dayshift Fri-Sun
c. A pilot licensed to Restricted Level 3 (229m vessels, Car Carriers to
200m) nightshift for Thu 1 Aug 13
d. Any ships requiring an un-restricted Pilot will be serviced on “as
needs” basis.

Pilotage services for the following week  (commencing 0600 Mon 5 August
2013) be provided by:
a. A pilot licensed to Restricted Level 3 (229m vessels, Car Carriers to
200m) for Dayshift Mon-Thu, then Night-shift Fri-Sun
b. A pilot licensed to Level 3 (275m vessels, Car Carriers/ Ro-Ros to 245m)
for Night-shift Mon-Wed, then Dayshift Fri-Sun
c. A pilot licensed to Restricted Level 4 (300m vessels, Car Carriers/
Ro-Ro’s to 245m) nightshift for Thu 8 Aug 13
d. Any ships requiring an un-restricted Pilot will be serviced on “as
needs” basis.

The Port Authority will continue to work in minimising disruption to port
users during this period.
