Longshoremen reject port contract again
Unionized longshoremen at the port of Baltimore have voted to reject a
contract proposal from their employers, again extending a labor standoff
that has destabilized the state’s primary trade hub for months.
Members of the International Longshoremen’s Association (ILO) Local 333
voted 416 to 140 to reject the local contract. The Steamship Trade
Association, which represents employers at the port of Baltimore, had
repeatedly called the contract its “best and final” offer.
This latest development leaves the situation between the two parties with
no labor agreement in place, but no threats of a strike or lockout. The
port is expected to continue operating.
In October 2013, members of Local 333 staged a three-day strike that
paralyzed the port’s public terminals.

New York/New Jersey port container terminals closed
All container terminals in the Port of New York and New Jersey are closed
today (13 February) due to a winter storm that is expected to dump up to a
foot of snow in the metropolitan area.
The Port Authority says it will release gate opening hours for Friday
morning at 1 p.m. local time today.
A winter storm warning is in effect from midnight Wednesday through 6 a.m.
on Friday.

Marcus Hook Range dredging complete
Dredging operations have been completed in Marcus Hook Range and all
submerged pipeline has been removed. Marcus Hook Anchorage is re-opened
completely for anchorage purposes.
At this time, Norfolk Dredging is proceeding downriver to New Castle Range
to place submerged pipeline in preparation for dredging scheduled to
continue through April 22, 2014.
Submerged pipeline will be placed in the channel southeast of Pea Patch
Island and will extend across the northern portion of Pea Patch Island
Anchorage No. 5. Dredging equipment will also be placed within the
boundaries of the anchorage.
As a result, the U. S. Coast Guard is establishing a temporary safety zone
around Anchorage No. 5 for the duration of the dredging project, during
which time anchoring will not be permitted. The Dredge ESSEX will be
operating in New Castle Range, working from north to south, starting on the
west side of the channel in the vicinity of the southern end of Pea Patch
Island. Mariners are cautioned to remain a safe distance away from the
dredge, buoys, cables, pipeline, barges, derricks, wires, and related
equipment.
Traffic should call the Dredge ESSEX at least 30 minutes prior to passage.
The Dredge ESSEX will monitor channels 13 and 16 and can be contacted by
phone at 757-353-0455. Mariners are urged to use extreme caution and
operate at minimum steerage speed to reduce wake when transiting the area.

Safe navigation practices
The Maritime and Port Authority of Singapore (MPA) has issued a reminder
about the importance of safe navigation in the Singapore Strait and
Singapore waters.
In its Shipping Circular No.5 of 2014 dated 13 February 2014, the MPA
states that all types of ship including Very Large Crude Carriers, Very
Large Ore Carriers, Mega Container Ships and unwieldy tows navigate through
the busy Singapore Strait and call at the Port of Singapore. Hence, the
safety of navigation in the Singapore Strait and Singapore waters are of
utmost importance.
Shipmasters and watchkeeping officers when navigating in these waters are
reminded to:
a) Maintain vigilance, keep proper lookouts and proceed at safe speed
taking into consideration the prevailing weather conditions;
b) Maintain VHF radio watch and listen for regular traffic information
promulgated by the Singapore Vessel Traffic Information Service (VTIS) to
ensure safety of navigation. The information, advice, warnings and alerts
provided by Singapore VTIS are to assist shipmasters in the safe navigation
and do not relieve shipmasters from their duties and responsibilities of
the ship;
c) Conduct master/pilot exchange of information and passage plan; and
d) Brief bridge team thoroughly on the intended passage.
Shipmasters and watchkeeping officers of all vessels are reminded to fully
comply, at all times, with the International Regulations for Preventing
Collisions at Sea, 1972 and the Port Regulations applicable within
Singapore port limits. Failure to observe these regulations may result in
accidents, and the responsible parties may also be prosecuted under the
Merchant Shipping Act, the Maritime and Port Authority of Singapore Act,
and/or the Penal Code.

drilling of boreholes will be carried out [off Hong Kong International
Airport] in the area bounded by straight lines joining the following

The works will be carried out by two flat top barges and two jack-up
platforms. Some tugs and work boats will provide assistance. The number of
vessels engaged in the works will change from time to time to suit
operational requirements.
A working area of approximately 50 meters will be established around each
flat top barge. Yellow marker buoys fitted with yellow flashing lights will
be laid to mark the positions of the anchors extending from the barges.
A working area of approximately 25 meters will be established around each
jack-up platform. Yellow flashing lights will be installed at the four
corners of each platform to indicate the position of the platform.
Vessels engaged in the operations will display signals as prescribed in
international and local regulations.
The hours of work will be round-the-clock.
Vessels navigating in the vicinity should proceed with caution.
