Possible tug strike (Update: 4 June 2014)
Following discussions, tug company Seaspan has announced that they have
signed a Memorandum of Agreement (MOA) with the GUILD union, agreeing to
enter federal mediation/arbitration with regards to collective agreement
negotiation.
As per the MOA, Seaspan will defer implementation of their own Term of
Agreement and the union, whose members will meet on 4 June to discuss a
strike vote have agreed not to go on strike.
The Federal Labour Minister will remain engaged in discussions with
Seaspan’s other labour union, the International Longshore and Warehouse
Union (ILWU) in regards to the collective agreement negotiation with
Seaspan.

Exemption from priority berth hire charges
Kandla Port Trust has acceded to the request of the Fertlizer
Companies/Fertilizer Association of India to exempt vessels arriving in
Kandla carrying fertilizer cargo from the payment of priority berth hire
charges specified at Note No.(7) of General Notes relating to Schedules 3.1
to 3.5 of the current Scale of Rates.
This is with a view to arrest the declining trend of fertilizer traffic,
attraxct additional fertilizer traffic and bring down the cost of
fertilizer handling at the port.
This exemption shall be valid until 31 March 2015 and is effective from 23
May 2014.

Pilotage & conservancy fees to increase
A general fee increase of 3.5% will apply to pilotage fees, pilotage delay
fees and pilotage cancellation fees for all ships visiting Queensland ports
from 1 July 2014.
Conservancy charges will also increase from 1 July 2014, as follows:
For a ship on an interstate voyage, for each gross ton or part of a gross
ton:
(i) 500GT or less – 12.7c
(ii) more than 500GT – 20.8c
For any other ship, for each gross ton or pa
rt of a gross ton – 20.8c

2014 Safe Boarding Week
The Panama Canal Authority (ACP) will hold its Annual “Safe Boarding Week”
from July 7-11, 2014. During this period, the ACP will emphasize and
encourage safe boarding practices on all vessels arriving at the waterway.
“Safe Boarding Week” activities will involve inspections of boarding
facilities by teams representing groups who normally board vessels, such as
canal port captains, pilots, transit vessel inspectors, chemists and
emergency response personnel, admeasurers, deckhands, as well as shipping
agents.
As in the past, the ACP will continue promoting preventive measures to be
taken in order to avoid the tripping hazard created by the retrieving line
attached to the pilot ladder, as well as the excess portion of the pilot
ladders, which is very often laid out on deck. The ACP suggests a box-like
structure be placed over the excess portion of the ladder that may be
encountered at the mebarkation point on deck. This will provide for a flat,
no-slippey syrface as persons transfer from the ladder to the deck of the
vessel. This structure may be permanent or constructed so that it is
lightweight and portable, allowing for it to be used only as the situation
warrants.
Vessels at both Cristobal and Balboa achorages will be boarded to inspect
their boarding facility arrangements. Those vessels deserving special
recognition for excellence will be presented with plaques that will be
delivered immediately after the inspection. Vessels with boarding
fsacilities determined to be below accepted standards will have to correct
the deficiencies prior to transit.
