| From 4 January 2017, five marker buoys will be established to demarcate The Brothers Marine Park, which will be designated on 30 December 2016 and bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (G): (A) 22 deg. 20.483’N / 113 deg. 58.683’E (B) 22 deg. 20.483’N / 113 deg. 59.149’E (C) 22 deg. 20.209’N / 113 deg. 59.998’E (D) 22 deg. 19.452’N / 113 deg. 59.999’E (E) 22 deg. 18.596’N / 113 deg. 58.857’E (F) 22 deg. 19.022’N / 113 deg. 57.841’E (G) 22 deg. 20.215’N / 113 deg. 57.839’EThe five marker buoys will be laid at the co-ordinates from (C) to (G). Each marker buoy will be fitted with a radar reflector and a yellow flashing light. | The Kiel Canal authority has announced that one big lock chamber at Kiel will be closed for maintenance works from 8.00 hours until 13.00 hrs from Monday 2 January to Thursday 5 January inclusive. | Mandatory adoption of mass flow metering system for marine fuel oil delivery |

| With effect from 1 January 2017, it is mandatory to use a Maritime and Port Authority of Singapore approved MFM system for all Marine Fuel Oil (MFO) bunker deliveries in the Port of Singapore. This was first announced on 8 April 2014 and promulgated on 29 July 2014. The Technical Reference for Bunker Mass Flow Metering (TR 48:2015) for all MFO bunker delivery was enforced by the MPA on 1 June 2016.With effect from 1 January 2017, the delivered quantity of MFO stated in the Bunker Delivery Note must be based on the bunker tanker’s MFM system as witnessed by the cargo officer, the chief engineer and bunker surveyor (if engaged).All MPA licensed bunker suppliers, bunker craft operators, bunker surveying companies and bunker surveyors are to adhere strictly to the terms and conditions of their bunker licences and requirements of TR48:2015 for MFO bunker delivery by MFM in the Port of Singapore. t any licensee who has acted in contravention of their licences, including suspending or revoking their bunker licences, as appropriate.Any licensee acting in contravention of their licences is at risk of having their bunker licenses suspended or revoked by the MPA.
