Dock workers vote to strike

Dock workers have voted to take indefinite rolling industrial action from Friday 22 March over a dispute over a new wages agreement.

If the dispute is not resolved, strike action will take place at four major container terminals in Sydney, Melbourne, Brisbane and Fremantle in coming weeks.

Reporting procedures for ships transiting Western Singapore port limits

The Maritime and Port Authority of Singapore (MPA) had earlier published Port Marine Circular (PMC) No. 9 of 2018 to inform ship masters and owners of the revisions to the port limits that entered into force on 6 December 2018, under the Maritime and Port Authority of Singapore (Port Limits) (Amendment) Notification 2018.

MPA would further like to draw the attention of ship masters and owners of vessels to Port Circular No. 7/2019 dated 25 February 2019, issued by the Director of Marine, Marine Department Malaysia, Southern Region (“MMD PC 7/2019”). MMD PC 7/2019 refers to the purportedly extended port limits for Malaysia’s Johor Bahru Port which encroach into Singapore’s territorial waters and Singapore’s revised port limits. MMD PC 7/2019 further purports to regulate marine traffic in these purportedly extended port limits. Ship masters and owners of vessels should disregard MMD PC 7/2019 which impinges on Singapore’s sovereignty.

MPA would like to remind ship masters and owners of vessels to comply with the reporting procedures for vessels manoeuvring within Singapore’s port as published in MPA’s PMC No. 10 of 2018 dated 18 December 2018. In particular, all vessels transiting Singapore’s port waters off Tuas are required to report their movements to and obtain permission from Jurong Control via VHF Channel 22.

Repair works for dolphins in Shau Kei Wan Typhoon Shelter

For approximately 3 months, repair works for dolphins will be carried out in the Shau Kei Wan Typhoon Shelter.

The works will be carried out by a crane boat. One work boat will provide assistance. A working area of approximately 15 metres around the crane boat will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the crane boat.

The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. The boats employed for the works will stay in the works area outside the hours of work.

Diving operations will be carried out from time to time during the hours of work.

The boats engaged in the works will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear of the working area at slow speed, bearing in mind there are divers working in the area.

Seawall reinstatement works at Tseung Kwan O

For a period of approximately 3 months, seawall reinstatement works will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (H) and the adjacent shoreline:
(A) 22 deg. 17.733’N / 114 deg. 16.002’E
(B) 22 deg. 17.726’N / 114 deg. 15.970’E
(C) 22 deg. 17.756’N / 114 deg. 15.903’E
(D) 22 deg. 17.820’N / 114 deg. 15.825’E
(E) 22 deg. 17.950’N / 114 deg. 15.799’E
(F) 22 deg. 18.027’N / 114 deg. 15.800’E
(G) 22 deg. 18.166’N / 114 deg. 15.877’E
(H) 22 deg. 18.153’N / 114 deg. 15.904’E

The works will be carried out by one derrick lighter. One tugboat will provide assistance.

A working area of approximately 15 metres around the lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter.

Silt curtains, extending from the sea surface to the seabed, will be established within the works area. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the extent of the silt curtains.

The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.

Vessels navigating in the vicinity should proceed with caution.
