Panama maintains its place in the White List thanks to proven compliance with STCW 78
The Republic of Panama remains in the International Maritime Organization White List, according to confirmation received from the IMO maritime safety committee. It has proved “full and total effectiveness to the relevant provisions of the STCW 78 Convention as amended.”
Confirmation came in IMO Circular MSC.1 / Circ.1163 / Rev.12 of July 9, 2019.
An exhaustive evaluation process was carried out by an international evaluator, checking verification of the implementation and fulfilment of the agreement on the part of the Panama Maritime Authority (AMP) and all the information required by rule 1/7, in addition to an independent international evaluation report.
Panamanian authorities said that this is a tangible example that the AMP, through the General Directorate of Seafarers, continues to demonstrate compliance with the provisions of the Convention, providing evidence that personnel working on ships have competence to perform their duties. “We are working on strengthening the training and qualification processes of seafarers, with a view to offering maritime industry officers and competent and competitive staff,” said the AMP. This complied with the information required by the IMO regarding the Convention.
