Deployment of underwater wave sensors

Mariners operating in vicinity of Sinki Fairway and Tuas View Extension are warned that underwater wave sensors will be deployed from 30 September to 3 November within the following working area at the following coordinates (WGS 84 Datum):

SENSOR ‘WAVE-1’
1) 01° 13·372’N / 103° 40·543’E

SENSOR ‘WAVE-2’
2) 01°16·143′ 103°36·356′

According to the Maritime and Port Authority of Singapore Port Marine Notice No.062 of 2020 dated 28 September 2020, the working hours will be 24 hours daily including Sundays and Public Holidays.

Deployment of wave sensors will be carried out by work boat. The sensors will be attached to a ballast weight that is secured to the seabed. The sensors will remain underwater for a month before recovery.

A safety boat will be deployed to warn other craft in the vicinity of the working area during the deployment or recovery.

Craft involved in the deployment will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear and not to enter the work area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 68 (Sinki Control) or VHF Channel 22 (Jurong Control);
and
e) Communicate with Sinki Control or Jurong Control for assistance, if required.

Reclamation work at Pulau Tekong

The working period for reclamation work at Pulau Tekong has been extended. The work will now be carried out from 29 September 2020 to 28 March 2021.

According to the Maritime and Port Authority of Singapore Port Marine Notice No.063 of 2020 dated 28 September 2020, the work will be conducted 24 hours daily – including Sundays & Public Holidays – within the working area bounded by the following co-ordinates (WGS 84 Datum):

Reclamation work will involve filling, dredging and construction of revetment, soil investigation and soil improvement works.

Soil improvement works will entail stabilized dredging, sand piling and deep cement mixing. The dredgers will be used for the bund construction within the working area.

Safety boats will be in attendance at all times to warn and direct craft in the vicinity to keep clear of working area.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear of the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and to navigate with caution;
d) Maintain a listening watch on VHF Channel 21 (Sembawang Control);
and
e) Communicate with Sembawang Control for assistance, if required.

The mooring buoys will be removed upon completion of the reclamation.

Working Hours: From 0700H to 1900H Daily, including Sundays and Public Holidays.

During the period of reclamation work at Pulau Tekong from 29 September 2020 to 28 March 2021, bulk carriers, self-propelled barges and tug boats with barges in composite unit carrying bulk sand will be transiting to Pulau Tekong reclamation project area. All vessels shall navigate with caution when in the vicinity of the mooring buoys off Pulau Tekong.

Updated crew change requirement

Effective from today (29 September), any vessel arriving at Zhoushan that has undergone an Indian crew change within the past month prior to arrival must wait at anchorage until a month has passed after sailing from the Indian crew change port.

Currently, this requirement only applicable for vessels discharging/loading cargo at Zhoushan, and not for those drydocking at the port.

COVID-19 impact on shipping operations

All Finnish ports and terminals operating as normally as possible. Due to COVID-19, social distancing should be exercised and physical meetings between crew and shore personnel are to be avoided.

Crew changes are allowed at all ports in Finland. Restricted nationality on-signers should obtain Schengen visas in their home country before joining vessels in Finland. Visas on arrival (maximum 15 days) may be obtainable with a special permission if the seafarers are unable to obtain the visa before traveling (for example, if the local consulate is closed due to COVID-19). For restricted nationality off signers, visas can be arranged by the agent.

Only cruise calls without passenger shore leave and ship cruises through Finnish territorial waters are allowed.

The Government is preparing a test-based model for travel restrictions. The new model is expected to come into force on 23 November 2020.

Gradual relaxation of measures

Measures introduced in Kenya in response to COVID-19 are being gradually relaxed as the average positivity rate has dropped to 4.4% from 7% in August and 13% in June.

The daily countrywide night curfew is extended for another 60 days but will begin from 2300 hours (rather than 2100 hours) and remain in force until 0400 hours.

Bars and restaurants may re-open and operate until 2200 hours provided that all the sanitary, distancing and other Ministry of Health guidelines are adhered to.
