I have cited and defined in my previous articles which is the concept of the Geo-policy and its pair of pillars, the Geo-strategy and geo-economy as well as the environment of the competition of the adversaries in the terms of it. Additionally, it has been explained the typical complex connection of internal processes of Geo-strategy and Geo-policy as well as the typical simulation of the game (represented by a game of “chess” or “backgammon”) in the frame of it . In these terms Geo-strategy has been described as what “
it involves the comprehensive planning, assigning means for achieving national goals or the securing assets of military or political significance”.

The “defense”, “safety” and “insurance” have specific as academic discipline are indeed even if these disciplines are reflected by educations in a military academy, a technical school or a financial university with specific diploma to prove the knowledge. In retrospect the “security” is proven from a batch of experiences and abilities or sectoral certificates and diplomas related to the handle of a classified environment.

The concept of Security itself does not have a specific definition and therefore doesn’t quite yet have the defined structure of knowledge required for an individual academic discipline. Security is human, it is one of our characteristics and is something that human beings’ access everyday of their lives without necessarily being aware of its importance. They simply exercise it as for example they lock the door of their house by leaving for their job or lock their after having had parked in the parking place but simultaneously before locking they check if the kitchen has been switched off or the car’s security alarm are on (which, of course are a matter of safety in the sense its house not would burned or their car is monitored by its security system).

Hitherto, it has been defined what is the typical term of security while the similarity with Geo-politics is defined by the both they are demands a multi-disciplinary education in the terms of they demand individuals or teams’ handlers with education in several academic disciplines while to administer them is a matter of experience, knowledge and caution. We left the defense and insurance for the end of this section due to their domain is more defined.

Defense” is the domain especially on the level of states giving the securing frame to survive as it provides the power to them face external perils. State’s defense capabilities against external perils needs to be in a safety and secure environment especially in peace-time while these capabilities are needed for supporting state’s activities except of their own obligation to training and preserving their capacity operationally available.

Insurance” it is the financial capability provide through contract to alleviate losses and restore damages due to accidents by a pre-decided sum of money in order the cost being as a whole or partially being covered. It is a matter of reimbursement the supposed victim who have pay for this coverage possibility

But what is important, it is that is rare to find an insurance contract having done for security losses due to its nature. The “breakage of safety rules” it could easily to be defined with an examination but a “breach of security” cannot be defined without a detail investigation which would decide the roots of the breach. Even if some people could oppose to the aforementioned, the hundred percent safety can be achieved in the frame we apply all the rules while the hundred percent security cannot be achieved due the threat of safety is related with an adversary pursuing the infiltration or an unauthorized access to our classified infrastructure, means and information. Thus, it is used widely for the violence of safety, the word “brakeage of the safety” while for the disruption of security the word “breach of security” ; keep this in mind for the next sections.

Safety vs. Security (differentiated but directly related)

What’s the Difference?

Safety and Security are two closely related concepts, but they have distinct differences.

Safety refers to the protection from harm, danger, devastation, destroy or injury. It encompasses the physical, emotional, and psychological well-being. Safety measures are put in place to prevent accidents, minimize risks from outwards perils, and ensure an environment for the well-being of individuals.

On the other hand, Security focuses on banning assets, property, and information from unauthorized access, theft, or damage that could harm, destroy or devastate a system, society or even a state. It involves measures such as surveillance systems, locks, and cyber-defense protocols. While safety primarily concerns personal well-being, security is more concerned with safeguarding confidentiality, classification, access etc which could create a second turn damage in case of a “breaching”. Both safety and security are essential for creating the appropriate environment for we manage public and state’s affairs or business’ surviving against adversaries.

Humans from the dawn of history firstly pursued to safe their residence and their lives, the sources for preserving their prosperity etc. In the way they created communities, they pursue to maintain the level of livelihood but found themselves that they had to communicate and cooperate with other communities. Thus, they were forced to permit people from other communities’ entry in theirs and vice versa. Consequently, they developed rules for cooperation and collective protection in order the cooperation being viable while at the same time they had to ban any unauthorized access to their functions for harm actions being prevented.

Security is applied by tools, instruments and humans which they are operating in infrastructures, terrains and rooms for the protection against an unauthorized access which they are under rules of safety against accidents, environmental perils and machinery defaults. Additionally, security provide the protection of access for not only its interests but also for safety installations protected them from a damage would be provoked by an unauthorized access.

On this paragraph we will try their self-dependence to be defined for a secure, safe and insurance environment procedures, businesses, functions where humans’ activities could be developed.

But there are circumstances where the aforementioned terms do not fit as for example we cannot give meaning in the phrase Public Security, it simply does not match due to their definition as for the “Security is the protection of an unauthorized access” while the “Public is related to the right of the unrestricted access”.

Maritime safety/security for international protection

Since when the IMO resolutions have been provided to Maritime for the protection rules against piracy, illegal actions against shipping, smuggling e.t.c., new rules addresses the issue by the IMO resolution A924 (Nov 2021): A review and procedures of prevent acts of terrorism which threaten the security of passengers and crew and the safety of ships.


The International Ship and Port Security code (ISPS), Dec 2003: Created by the Governments to the International convention for the Safety of Life of Sea , and went into force on July 1, 2004, a new procedure came up with teams of armed security personnel defending shipping onboard ships. Of course, even if several entities either do not have the knowledge or the lawful capacity to develop such capabilities especially security expatiation to defend against attacks aimed to destroy the entire ship or the right to carry weapons for naval warfare, they can use special firms which can use similar weaponry for self-defense and security tasks (in the terms of using force for self-defense under principle of the reasonable force use) , in international waters and for tasked periods and times onboard ships. The shipping industry has to provide safe facilities for the security personnel which protect not only the unauthorized access but also the safety itself as has been stated by the IMO resolution A924.

Thus, shipping companies except from contracting insurances for shipping freight and crew they hire extra personnel for security. It is not only the 20th century or 21st century practice, they are historical trend such as the Greek shipping during the 17th and 18th century when ships were fitted with guns after a convention between Russia and Ottoman empire. A supplementary international rule protecting personnel self-defense far than the Chapter VII, Article 51 of the UN Charter, are:

“Section 3 of the Criminal Law Act of 1967”,

“The Section 24A(2) of the 1984 Police and Criminal Evidence Act (PACE)”

“The section 39 of the Criminal Justice Act 1988”

“The criminal Law Act”,

“The Harassment Act”,

“The criminal Justice and Public Order Act 1994” and “The 2000 terrorism Act”,.

Conclusion

Even if the Defense, Security, Safety, and Insurance do not abide with every aspect of international, business and individual infrastructure, activities and sectors, they are supplementary concepts which maintain the sustainability and resilience of our life on the planet permit the tensions to retract and business to restore in times of horror and after disasters. As we can see the IMO governs the rules of SAFETY while the SECURITY is addressed by several institutions and entities reflecting the UN human rights domain far of the Defense administered by States and Insurance administered by either National or International funds.

Who could deny that these sectors, typically, are differentiated than as they have been cited in here?”
