Construction of floating sea barrier at Sentosa Bay
Work to construct a floating sea barrier at Sentosa Bay is underway and the working period has been extended until 30 September 2013.
According to the Maritime and Port Authority of Singapore’s Port Marine Notice No.45 of 2013, the work is being carried out 24 hours daily – including Sundays & Public Holidays – within the area bounded by the following co-ordinates (WGS 84 Datum):
1) 01° 15.288’N / 103° 48.518’E
2) 01° 15.227’N / 103° 48.598’E
3) 01° 14.410’N / 103° 49.802’E
4) 01° 14.356’N / 103° 49.755’E
5) 01° 15.199’N / 103° 48.531’E
6) 01° 15.339’N / 103° 48.455’E
7) 01° 14.295’N / 103° 50.259’E
8) 01° 14.362’N / 103° 50.359’E
9) 01° 14.339’N / 103° 50.380’E
10) 01° 14.282’N / 103° 50.318’E
11) 01° 14.273’N / 103° 50.280’E
The construction works cover installation of marker buoys with sinkers and FSB (Floating Sea Barrier) blue drums linked up with stainless steel chain.
A safety boat will be deployed in the vicinity to warn other craft to keep clear of the working area.
Craft involved in the works will exhibit the appropriate local and international day and night signals.
When in the vicinity of the working area, mariners are reminded to:
(a) Keep well clear and not to enter the working area;
(b) Maintain a proper lookout;
(c) Proceed at a safe speed & navigate with caution;
(d) Maintain a listening watch on VHF Channel 68 (West Control); and
(e) Communicate with West Control on VHF Channel 68 for assistance, if required.

Loading of vessels
Newcastle Port Corporation has advised that, as of 9 April, the Harbour Master has approved the loading of vessels to a planned draft of up to 15.2 m + tide/1.1 for all terminals if required.

Panama Canal Pilotage Regulation
The Panama Canal Authority has issued a reminder of the importance of complying with the compulsory pilotage requirement in Canal waters.
In the Advisory to Shipping No.A-08-2013, the Canal states that it has come to its attention that a number of masters are failing to comply with the pilots’ instructions and are interfering with the safe navigation of transiting vessels.
The Regulation on Navigation in Panama Canal Waters establishes compulsory pilotage in Canal waters. Article 92 of this regulation states that “the pilot assigned to a vessel shall have control of the navigation and movement of such a vessel”.
Failure to comply with the pilot’s orders, or performing maneuvers without the pilot’s consent, may result in damage to the vessel and/or Canal structures; thus generating unnecessary delays and, on occasions, sanctions to the vessel.
