Dumping of excavated materials off Tuas View
The working area and working period for the dumping of excavation materials
off Tuas View have been revised. The work is now being conducted from 30
May to 29 November.
According to the Maritime and Port Authority of Singapore’s Portarine
Notice No.73 of 2013, the works are being carried out 24 hours daily
-ncluding Sundays and Public Holidays – within the working area bounded by
the following co-ordinates (WGS 84 Datum):

Dumping of excavated materials will be carried out by hopper barges within
the working area.
Craft involved in the works will exhibit the appropriate local and
international day and night signals.
When in the vicinity of the working area, mariners are reminded to:
(a) maintain a proper look-out;
(b) proceed at a safe speed and navigate with caution;
(c) maintain a listening watch on VHF Channel 22 (Jurong Control);
and
(d) communicate with Jurong Control on VHF Channel 22 for assistance, if
required.

Jetty construction off Temasek Fairway
The working details and period for the construction of a jetty off Temasek
Fairway have been revised. The work is now being conducted from 30 May to
29 November.
According to the Maritime and Port Authority of Singapore’s Port Marine
Notice No.72 of 2013, the works are being carried out 24 hours daily –
including Sundays & Public Holidays – in the Western part of Singapore off
Temasek Fairway, within the working area bounded by the following
co-ordinates (WGS 84 Datum)

B) 1 deg. 15.184’N / 103 deg. 39.428’E
C) 1 deg. 15.727’N / 103 deg. 39.170’E

Construction of the jetty will entail piling concrete works, installation
of marine fendering system and mooring facilities. Piling and concrete
works will be carried out by work barges.

(b) Maintain a proper lookout;
(c) Proceed at a safe speed and navigate with caution;

Pipeline repairs underway
All shipping companies and agencies with vessels calling at Merak port
should instruct their Masters to avoid position: 05° 58’189″S / 106°
49’613″E (kilometre point 138-139 at 23m depth under sea surface), due to
pipe transmission repairs being carried out by Indonesian domestic gas
company PGN.
If anything unusual and/or dangerous is sighted, the same should be
reported to nearest SROP, port authorities, or Seatransport Director

New Reference Tariff Schedule
A new 2013-14 Reference Tariff Schedule (RTS) will come into effect for
port charges at the Port of Melbourne from 1 July. Overall, the Port of
Melbourne Corporation (PoMC) has increased its tariffs by 5.2%.
A major component of this adjustment is PoMC’s requirement to recover the
annual Port Licence Fee (PLF) of $75 million (which is escalated by CPI
each year), that has been levied on PoMC by the Victorian Government. For
2013-14, it is estimated that the total amount of PLF to be recovered is
$80 million and includes the recovery of the amount ‘under’ recovered in
2012-13 (estimated to be $3 million).
The price adjustment also includes an amount to fund PoMC’s ongoing port
infrastructure and development.
A summary of the major price adjustments applicable from 1 July 2013 is as
follows:
– Wharfage for loaded twenty foot containers will increase by $3.20 to
$64.40 per TEU plus GST
– Wharfage charges for empty containers will increase by $0.80 to $16.00
per TEU plus GST
– Motor vehicle charges will increase by an average of $1.82 per motor
vehicle to $37.96 plus GST
– Channel fees will increase on average by 5.2% and minor adjustments have
been made to some Channel fee discounts
– The Channel Deepening Project (CDP) Infrastructure fee will remain at its
2012-13 level (i.e. no CPI increase for 2013-14)
– The transhipment rate remains unchanged at 35% of the standard published
rate for both domestic and international movements.

2013 Safe Boarding Week
The Panama Canal Authority will hold its annual “Safe Boarding Week” from 8
to 12 July 2013, during which it will highlight and encourage safe boarding
practices on all vessels arriving in the waterway.
Activities will involved inspections of boarding facilities by teams
representing groups who normally board vessels, such as Canal port
captains, pilots, transit vessel inspectors, chemists, admeasurers,
deckhands and ships’ agents.
Vessels at Cristobal and Balboa anchorages will be boarded to inspect their
boarding facility arrangements, and Masters will be provided with the
inspection results. Those vessels deserving special recognition for
excellence will be presented with plaques that will be delivered
immediately after inspection. Any vessel with boarding facilities deemed to
be below accepted standards will be expected to correct deficiencies prior
to transit.
