Updated daylight hours
Brazos Pilots Association have announced that, effective today (10
October), the daylight hours for daylight-restricted vessels at the port of
Freeport have been adjusted.
The first pilot time is now 0730 hours, and the last is 1800 hours.

Port closure for Eid Al Adah holiday
Port Sultan Qaboos will close for all operations on 15 October for the “Eid
Al Adah” holiday, from 14 to 17 October. Operations on other days will
continue with overtime charges.
The last working day before the holiday will be 13 October, following which
all officers will re-open on 20th Sunday after the weekend.
GAC Muscat office will be closed during this period but a skeleton staff
will attend to vessel operations and other important/urgent matters.

Drafter restrictions amended at anchorage
JNP [Jawaharlal Nehru Port] Anchorage is now dredged to 13.00M depth.
Hence, vessels drawing a draft up to 12.00M can now be accommodated at the
anchorage.
However, length restrictions shall remain the same, i.e. vessels more than
180.00M will not be permitted.

Cyclone Warning for Odisha Coast
As per the weather prediction and forecast by Indian Meteorological
Department, a Very Severe Cyclonic Storm with maximum sustained wind speed
of 175 to 185 KMPH (about 100 Knots) is likely to cross Odisha coast by
night of 12 October 2013.
In this regard vessels in the Port are requested to prepare themselves for
the cyclonic weather and in addition, they are also requested to take
following precautions:
1. In case it is required, vessels will be shifted to sea and will be
instructed to leave the Port Waters. Two hours notice will be given by the
Port Signal Station.
2. Vessels are requested to maintain VHF watch on Channel-16 with effect
from 0600 hours of 10 October 2013.
3. To carry out loading/discharging & ballasting/de-ballasting to maintain
a good draft for heavy weather sea condition.
4. Immobilization of Main Engines and major repairs to Generators, Mooring
Winches, Windlass etc. are not allowed til danger of cyclonic storm is
over.
5. Vessels will be required to be ready for shifting at two hours notice.
Hence, all the loose gears are to be kept lashed, bulk cargo to be trimmed,
slack tanks are to be topped up etc. well before and vessels have to be
stable & upright for heavy weather conditions.
6. To keep adequate fuel, fresh water and provisions for a period of at
least 10 days at sea.
7. To monitor the weather forecast issued by various agencies regularly and
take necessary precautions as required.

Marine Works east of River Trade Terminal
For approximately 12 months, marine works involving site investigation,
dredging, diving, reclamation and seawall construction will be carried out
[east of River Trade Terminal] within the area bounded by straight lines
joining the following co-ordinates (WGS84 Datum) from (A) to (I) and the
adjacent shoreline:
(A) 22 deg. 21.969’N / 113 deg. 56.930’E
(B) 22 deg. 21.866’N / 113 deg. 56.995’E
(C) 22 deg. 21.477’N / 113 deg. 57.240’E
(D) 22 deg. 21.302’N / 113 deg. 57.196’E
(E) 22 deg. 21.309’N / 113 deg. 57.117’E
(F) 22 deg. 21.491’N / 113 deg. 56.991’E
(G) 22 deg. 21.560’N / 113 deg. 56.944’E
(H) 22 deg. 21.618’N / 113 deg. 56.904’E
(I) 22 deg. 21.632’N / 113 deg. 56.867’E
Yellow marker buoys fitted with yellow flashing lights will be laid to mark
the boundary of the works area at co-ordinates (B) to (G).
The works will be carried out from a flotilla of vessels including jack-up
platforms, flat top barges, grab dredgers, hopper barges, dumb steel
lighters at various stages. Some tugs and some work boats will provide
assistance. The number of vessels engaged in the works will change from
time to time to suit operational requirements.
A working area of approximately 50 metres will be established around each
working vessel. Yellow marker buoys fitted with yellow flashing lights will
be laid to mark the positions of the anchors extending from the working
vessels.
The hours of work will be round-the-clock.
Vessels engaged in the operations will display signals as prescribed in
international and local regulations.
Vessels navigating in the vicinity should proceed with caution and keep
clear at slow speed, bearing in mind there are divers working in the area.
