Carollton Gauge at 8 feet on the rise
As a result of the Carollton Gauge reading 8 feet and rising, the Algiers
Point VTS Special Area Operating requirements are in effect:
1. In accordance with 33 CFR 161.65, the Governor Nicholls Harbor Traffic
Control Light 94, Gretna Harbor Traffic Control Light 97, and the Westwego
Traffic Light 102 have been energized.
2. The Harbor Traffic Control Lights are located at:
Governor Nicholls Light, MM 94.3, AHP, LDB, LMR, (LLNR 13855/34770)
Gretna Light, MM 96.6, AHP, RDB, LMR (LLNR 13880/34795)
Westwego Traffic Light, MM 101.4, AHP, RDB, LMR (LLNR 13950)
3. The Governor Nicholls Navigation Light 94 and the Gretna Navigation
Light 97 will be extinguished while Traffic Control Lights are operating.
4. Downbound vessels: check in with Vessel Traffic Service Lower
Mississippi River (call sign “New Orleans Traffic”) no lower than Huey P.
Long Bridge, MM 106.1, AHP (SHIPS and TOWS); and the Marlex Terminal, MM
99.0, AHP (SHIPS and TOWS).
5. Upbound vessels: check in with Vessel Traffic Service Lower Mississippi
River no higher than the Algiers Canal Forebay, MM 92.7, AHP (SHIPS and
TOWS); and Crescent Towing Smith Fleet, MM 93.5, AHP (TOWS).
6. In accordance with 33 CFR, 160.111 (c), the COTP has determined that
during periods of high water, unless moored to a shore side facility or
mooring buoys, all deep draft vessels must have three means to hold
position. An example would be two fully operational anchors and the
propulsion system in standby. Should a vessel lose an anchor or become
inoperable with no redundant capabilities available, such as aft anchors or
two main engines, a third means of holding position could be via tug
assist.

Tankers awaiting FOTT berths: waiving of overstay charges
[Fujairah] Port Authority has decided to waive off the overstay charges
impose on tankers waiting for their berthing at FOTT berths.
The days from which these vessel’s name appears on the shipping list until
the day she casts off from FOTT will be excluded from paying the offshore
overstay charges.
This will take effect from 13/03/2914.

Temporary shutdown at terminal jetty
Following the collision of a vessel with Jetty No.1 at Terminal Merak on 28
February, the jetty is currently out of service and not available for
berthin vessels.
According to a notice issued by PT Vopak Terminal Merak, the extent of the
damage is being assessed ad planning for repair works to the damaged
breasting dolphins and fenders.
During this period, Jetty No.2 remains open and available for vessels as
per berth specifications (maximum 16, 000 DWT, max LOA 120m, max vessel
arrival draft 7.5m, min parallel body 30m).
All other operations such as shipping operations, truck loading and
pipeline operations connected to Jetty No.2 remain unaffected.

Svitzer Towage announces tariff increase
Australian towage operator Svitzer has announced a tariff increase
effective from 1 April, 2014.
Svitzer will also introduce a second tier tariff. The first tariff is for a
“Port Call Booking” where towage orders are made 24 hours prior to the
vessel’s arrival and are made for all movements related to the call. The
second tariff is for an “Ad Hoc Booking” and covers orders place a minimum
of 2 hours prior to the movement and may be made for a single movement
only. The “Ad Hoc Booking” rates are higher that the “Port Call Booking
Rate”.
Below is a port-by-port summary:
ADELAIDE – An increase of around 5% on current towage rates. Single tariff
only.
ALBAY – An increase of around 4.7% on current towage rates. Single tariff
only.
ARDROSSAN (LINES) – An increase of around 28% on current rates. Single
tariff only.
BRISBANE – An increase of around 5% on current towage rates. The “Port Call
Tariff” and “Ad Hoc Tariff” are to be introduced.
BUNDABERG – An increase of around 79% on current rates. Single tariff only.
CAIRNS – An increase of around 5% on current towage rates. Single tariff
only.
EDEN – An increase of around 5% on current towage rates. Single tariff
only.
FREMANTLE/KWINANA – An increase of around 2.65% on current “A Class” towage
rates. Single tariff only.
The tariff for “C Class” towage, workboats and launches will increase by
around 7%.
GEELONG – An increase of around 5% on current towage rates. Single tariff
only.
LUCINDA – An increase of around 5% on current towage rates. Single tariff
only.
MACKAY – An increase of around 5% on current towage rates. Single tariff
only.
MELBOURNE – An increase of around 5% on current towage rates. The “Port
Call Tariff” and “Ad Hoc Tariff” are to be introduced.
PORT BONYTHON – An increase of around 5% on current towage rates. Single
tariff only.
PORT PIRIE – An increase of around 5% on current towage rates. Single
tariff only.
NEWCASTLE – An increase of around 10% on current towage rates. Single
tariff only.
SYDNEY – An increase of around 5% on current towage rates. The “Port Call
Tariff” and “Ad Hoc Tariff” are to be introduced.
WALLAROO – An increase of around 5% on current towage rates. Single tariff
only.
WESTERNPORT – An increase of around 5% on current towage rates. The “Port
Call Tariff” and “Ad Hoc Tariff” are to be introduced.

Izmit Bay closure for bridge construction works
Due to bridge contruction works, Izmit Bay will be closed to traffic both
ways (in and out) for 20 hours from 0600 hours on 15 March to 0200 hours on
16 March.
Vessels, owners, managers, masters should take necessary safety and
security precautions and not sail into Izmit Bay during the mentioned
period.

Piacaguera Channel draft reduction
The maximum draft has been reduced in t]he Piacaguera Channel at Santos
Port where Usiminas and ValeFertil are located.
During ZERO tide, the maximum draft should be considered to be 8.70m (or
28’07”). For a high tide of 1.1m or more over ZERO, the maximum draft
should be considered to be 9.80m.
