| A Fireworks Display will take place in the Central Harbour, in an area off Wan Chai, at 2100 hours on Sunday, 1 October.
The Fireworks will be discharged from four barges anchored in a straight line at the following positions (WGS 84 Datum): A Closed Area will be established around the barges between 1400 hours and about 2300 hours on the event day with the following details: A Restricted Area will be established in the Central Harbour from 2000 hours to about 2215 hours on the event day with the following details: To minimize head-on encounters of vessels after the fireworks display, the Restricted Area will be lifted in stages by lifting the WCL at about 2200 hours. The ECL will be lifted later depending on the traffic condition in the Central Harbour. It is anticipated that the Restricted Area will be completely lifted at about 2215 hours on the event day. To combat vessels proceeding at excessive speed in the Central Harbour, the Marine Police and Marine Department will deploy laser gun and interception teams on the event day. Vessels intending to navigate in the Central Harbour after the fireworks display should pay special attention to the establishment of three Buffer Zones at Kowloon Public Pier, Kwun Tong Public Pier, Central Piers 9 and 10 and the associated marine traffic control measures. Details of these measures are given in the Annex to this Notice. In the event of inclement weather and emergency, the fireworks display may be postponed to the fallback date of Monday, 2 October 2017, at 2100 hours, with the same control measures as aforementioned. Tanker operations at most of Kandla Port’s oil jetties resumed yesterday afternoon (24 September), after being interrupted due to an explosion and fire at Oil Jetty-03 (FSWAI) junction late on Saturday night. The port’s Fire & Safety Department has given necessary clearances for KESAR, VOPAK, IMC, JRE and all other terminals except for the affected FSWAI Terminal. Discharging operations at oil jetties have re-commenced with cargoes nominated for FSWAI Terminal being diverted to other working terminals. Some delays are anticipated in the coming days for liquid cargo vessels as a result of the sudden disruption in operations at the FSWAI Terminal. Fully normal operations are expected to only be re-instated once this Terminal is fully back in operation. Cargo discharge acceptance at the FSWAI Terminal will be hampered until the lines are repaired and fully re-commissioned. There are total 14 drop lines at FSWAI junction and, due to the explosion, these lines have become totally unusable and will be non-operational for the next month, as per the initial updates received. Prior to the incident, berthing delays averaged two days. Delays of at least 4 days are now anticipated for arriving/due vessels.
