Revised Marine Tariffs for Kattupalli Port

Marine Infrastructure Developer Pvt Ltd have announced revisions to the following charges for ships calling MIDPL and/or handled at L&T Shipyard and MFF at Kattupalli Port in Chennai:

Berth Hire Tariff and Mooring/Unmooring Charges
Pilotage Tariff for MIDPL vessels
Pilotage Tariff for LTSB/MFF/ECC
The new tariffs will be effective from 1 April 2020.

2020 tariffs
Friday, March 6, 2020, Australia

Towage and marine service provider Svitzer Australia has advised that public tariffs will escalate by an average of 2.8% nationwide with effect from 1 April. This average does not reflect the specific tariff increase per port.

A Booking/Cancellation surcharge has been introduced at most ports as follows:

ORDER / CANCELLATION -WITHIN TWENTY-FOUR (24) HOURS BUT GREATER THAN TWO (2) HOURS OF JOB COMMENCEMENT 50%

ORDER / CANCELLATION / AMENDMENT-WITHIN TWO (2) HOURS OF JOB COMMENCEMENT 100%
At the ports of Cairns, Lucinda & Mourilyan, there is no increase due to the towage licence being on a different time period. The tariff for these ports will be revised at a later date.

Mandatory precautionary measures
Friday, March 6, 2020, Ras Laffan, Qatar

Ras Laffan Port Authority has now enacted the following mandatory precautionary measures effective immediately and until further notice:

All vessels shall submit the Coronavirus Health Declaration, together with the Marine Declaration of Health and Pre-Arrival Questionnaire before ship’s arrival at Ras Laffan Port.

No crew member from a vessel originating from an international port of origin is permitted to alight from the ship without prior, explicit, written consent from the Ras Laffan Port Authority.

No crew change is authorized until further notice. Unless under some special circumstances, the seven-day advance notification is required.

All persons boarding a vessels (including Shipping Agents, Loading Masters and Government Authority Representatives) must wear the following mandatory personal protective equipment PPE at all times when onboard: surgical mask & surgical gloves.

Master and Crew members are requested to practice general principles of infection prevention and control when interacting with all shore personnel and agency staff embarking the vessel. Physical contact of any kind is to be avoided.

There is no specific measure being implemented by the Port Authorities for Offshore vessels operating within Qatar territorial waters.

If any member of a vessel crew has a fever or exhibits other flu-like symptoms, the vessel Master shall immediately call the Vessel Traffic Control (VTC) and await further instructions.

Temporary ban of travelers
Friday, March 6, 2020, Indonesia

Effective from Sunday 8 March, Indonesia is temporarily prohibiting of entry and transit to Indonesia for migrants or travelers who have in the last 14 days traveled from the below areas:

IRAN
Qom City
Tehran
Gilan Province

ITALY
Region of Lombardy
Veneto
Emilia-Romagna
Marche
Piedmont

SOUTH KOREA
Gyeongsang Province
Daegu Region

All migrants and tourists from the three countries above require a health certificate issued by the health authorities in each country to enter or transit in Indonesia.

The health certificate must be valid and must be presented to the airline at check-in.

Migrants are also required to fill out a health warning form prepared by the Indonesian Ministry of Health before landing in Indonesia. The card contained questions about travel history.

Temporary restrictions on shore leave

In accordance with letter No.1079 dated 5 March 2020 received from the Harbor Master of Novorossiysk port, the following restrictions are implemented in the port of Novorossiysk due to COVID 2019:

Shore leave is temporary prohibited for all crew and passengers with Chinese, South Korean, Italian or Iranian passports.

Shore leave is temporary prohibited for all crew and passengers on vessels that have visited Chinese, South Korean, Italian or Iranian ports within the last 14 days before arrival.

Inspector shore side boarding temporarily halted

Pengerang Terminals SDN BHD has announced that with regards to the spread of CONVID-19, sire inspector requests to board vessels from shore side (PITSB) are stopped until further notice with effect from today (6 March).

In cases where inspection is urgent and compulsory, it must be done at anchorage (board and disembark at anchorage).

Immigration policies
Friday, March 6, 2020, Sarawak, Malaysia

Since the COVID-19 outbreak, there is no known COVID-19 infection in Sarawak. To ensure Sarawak remains free of the disease, the following immigration policies are being enforced.

1. All foreigners (irrespective of nationalities) who have been to China including Hong Kong, Macau and Taiwan, South Korea, Italy and Iran in the past 14 days will be REFUSED entry into the state.

2. All Malaysians (non-resident of Sarawak) who have been to China including Hong Kong, Macau and Taiwan, South Korea, Italy and Iran in the last 14 days are strongly advised NOT to visit Sarawak.

3. All Sarawakians and Sarawakian PR, Work and Student Pass holders who have been to China including Hong Kong, Macau and Taiwan, South Korea, Italy and Iran in the last 14 days must undergo COMPULSORY home quarantine for 14 days. They will be subjected to random monitoring by the Medical Authority.

4. All visitors from COVID-19 affected countries such as Singapore, Indonesia and Japan are to adhere to precautionary guidelines issued by the Sarawak Health Department at all Point Of Entry.

The above actions are taken as part of the Sarawak State Government’s efforts and measures to mitigate the spread of the COVID-19 into Sarawak.

Landing of sewage and garbage

In a circular issued yesterday (5 March), Deendayal Port Trust announced the decision to temporarily ban the landing of sewage from ships, with immediate effect.

The landing of sewage from vessels from China, Italy, Japan, Iran and other infected countries or which have visited corona virus-infected countries during the last month is also banned until further notice.

Border measures extended
Friday, March 6, 2020, Australia

Yesterday (5 March), the Australian Government announced that the current enhanced border measures for mainland China and Iran will be extended. Changes have also been implemented to travel arrangements for people who have recently been in the Republic of Korea.

Effective 5 March at 2100 AEDST, foreign nationals who are in the Republic of Korea on or after 2100 AEDST 5 March, will not be allowed to enter Australia for 14 days, from the time they have left or transited through the Republic of Korea.

The quarantine period remains at 14 days the extension is for the period the restrictions will be enforced. Previously it was 1 February to 6 March. It has now been extended further.

The government continues a raised advice level for six countries: China, Iran, Italy and South Korea – ‘do not travel’; Japan, and Mongolia – ‘exercise a high degree of caution’.

Maritime Safety Queensland and the Port Authority of New South Wales have also increased their restrictions to include South Korea and Italy.

Coronavirus Interim Port Protocol

The Gibraltar Health Authority has issued a Coronavirus Interim Port Protocol, which prohibits the disembarkation of any person who has visited any of the coronavirus-affected countries within the preceding 15 days.

Masters of calling vessels are required to complete a declaration advising whether anyone on board has transited through airports or visited China, Thailand, Japan, Republic of Korea, Hong Kong, Taiwan, Singapore, Malaysia, Macau, Iran, Northern Italy (defined by a line above, and not including, Pisa, Florence and Rimini), Cambodia, Laos, Myanmar, Vietnam, or lived with someone who has been in China, in the last 15 days.

Border control and quarantine measures
Friday, March 6, 2020, Bahamas

The Government of The Bahamas has decided to implement border control and quarantine measures for persons coming from those countries [affected most by the COVID-19 virus].

Effective immediately any non-resident who has visited South Korea, Iran or Italy in the last 20 days will be denied entry to The Bahamas. These countries will be added to China, for which we implemented such measures on January 30, 2020.

Bahamian citizens and residents returning from all 4 jurisdictions will now be subjected to quarantine measures for a maximum of 14 days. Non-residents currently en route to The Bahamas from these jurisdictions will be subjected to the same protocol for returning citizens and residents.

While there remains no reported or conformed cases of COVID-19 in The Bahamas at this time, the Government of The Bahamas is taking extra precaution to protect the safety and health of our residents and visitors.
