The document captures the discussion and contributions of the 2025 SHIPPINGInsight Leadership Roundtable, where 49 industry leaders defined challenges, opportunities, and priority actions to reverse decades of decline in maritime capacity and reposition the U.S. as a competitive maritime nation.

Dr. Canamary’s paper identifies five systemic barriers holding back U.S. maritime progress—fragmented governance, workforce shortages, underinvestment in innovation, misaligned incentives, and an unsupported Jones Act and US-Flag compliance environment—all which call for coordinated industry-wide action to address them.
