The Maritime and Port Authority of Singapore (MPA) has appointed ML Research Consultants Pte Ltd to conduct the Annual Marine Services Survey 2012 of shipmasters from 22 Nov 2012 to 2 Jan 2013.
The feedback received from shipmasters will assist in enhancing the services provided to ships in Singapore and identify areas where these services could be further improved.
The questionnaires will be distributed to shipmasters by harbour pilots from PSA Marine Pte Ltd. Shipmasters are requested to complete the questionnaires and return it to the harbour pilots or their agents using the enclosed pre-paid envelope. Alternatively, shipmasters can participate in the survey via the internet at the following website: https://www.surveymonkey.com/s/mpa_amss2012_shipmasters

DATE: November 16, 2012 COUNTRY: Australia PORT: all ports Guidelines for revised garbage discharge regulations
Revised garbage discharge regulations for ships will enter into force internationally and for Australia on 1 January 2013.
In its Marine Notice 19/2012, the Australian Maritime Safety Authority (AMSA) states that guidelines designed to assist in the implementation of MARPOL Annex V, including the management of cargo residues, cleaning agents or additives and animal carcasses, have now been agreed by IMO and will be implemented in Australian law by the Protection of the Sea (Prevention of Pollution from Ships) Act 1983 and Marine Orders Part 95.
The Guidelines may be found through the Knowledge Centre on the IMO web page at www.imo.org, and then following the link to the Index of IMO Resolutions.

DATE: November 16, 2012 COUNTRY: Australia PORT: Port Kembla Marine pilots’ industrial dispute
Port Kembla Port Corp have advised that marine pilots at the port will take protected industrial action from 1800 hours on Tuesday 20 November until 0600 hours on 24 November.
The protected industrial action will be:
1) Ceasing night pilotage on each day, commencing 1800 on 20 November until 0600 on 24 November.
2) No roster reliefs for pilotage duties will be performed on rostered days off, annual leave, long service leave or personal leave.
3) No attendance for work outside rostered hours, to include no receiving/sending of emails, text messages or phone calls.
4) All work to be performed by rostered staff.
